Title: The General Meeting of February 24, 1922. Description: Manuscript of a report presented by Elena Meissner, the leader of the Association for the Civil and Political Emancipation of Romanian Women (AECPFR), at the general meeting of the organization held in Iassy, on February 24, 1922. The report contains a short account of the activities undertaken by the organization since its establishment in 1917, account that, when used together with the other accounts contained in the reports from other years, completes the puzzle of the organizational history of ACEPFR. Apart from its importance in reconstructing the organized efforts that this organization invested in demanding full civil and political rights for women, the document offers important information on Elena Meissner’s approach to defining feminism for the members of the organization she led. . Information on AECPFR’s efforts to connect with the international women’s movement through affiliation to the International Woman Suffrage Alliance is also provided. Title: The General Meeting of the Association for the Year 1936. Description: Manuscript of report of the activity of the Association for the Civil and Political Emancipation of Romanian Women (AECPFR) for the year 1936, presented by Elena Meissner, the leader of the organization, at the AECPFR Congress from March 29, 1937. The document is important in that it gives a better idea on the structure of the organization after almost 20 years of activity. Also, it does testify once again the integralist approach of these feminists towards the achievement of full civil and political rights for women although the hostile political environment did not bear the promise of the achievement of these rights any sooner. The report contains also information on the issues discussed at the meetings of the organization – the document provides short accounts of the main speeches held at the meetings of the organization. Title: The General Meeting of October 15, 1919. Yearly report. Description: Manuscript of an yearly report presented by Elena Meissner, the leader of the Association for the Civil and Political Emancipation of Romanian Women (AECPFR), at the general meeting of the organization held in Iassy, on October 15, 1919. From the report, we can gather information on the activity and structure of the feminist organization founded in 1917. The moment and circumstances of AECPFR’s establishment as well as the participants to this event is recalled in this report. Although presented as a yearly report, the document refers to the most important feminist activities undertaken by the organization since its establishment. The attempt to connect to the international women’s movement in 1918 is also mentioned in the document - a telegram was sent to London (to the International Council of Women) to announce the creation of AECPFR and a member was delegated to represent them “in the association existing in Paris”, to send information on women’s organizations active in France and facilitate connections with international women’s organizations. Title: Words for Introducing the New Law for Administrative Centralization to Romanian Women. Description: Manuscript of a speech delivered by Elena Meissner, important Romanian feminist, leader of the Association for the Civil and Political Emancipation of Romanian Women, at a meeting of the organization held probably in the city of Timișoara in September 1925. The speech contains information on the legislative context in which, also due to feminist efforts, women were granted partial political rights at the local level through an administrative law in 1925. Thus, according to art. 10 of the new administrative law from June 1925, the municipal councils of the towns which were district centers had to compulsory include women councilors, while the other municipal councils had the option to do so. The leader urges women’s organizations to prepare women for the new roles and inform them on the legislative aspects of this change. Title: Why I Didn’t Candidate? Description: Manuscript of a draft of an article written by Elena Meissner in 1930, containing the official explanation of her refuse to candidate for the local elections of 1929 when a category of women could, for the first time, exercise local political rights. Meissner argued that the political rights should not be seen as a scope but as a means towards the accomplishment of women’s emancipation and that women should further fight for the achievement of full political rights. She showed her doubts towards the type of political education that women could acquire through enrolment in the political parties and argued that only the feminist associations, which were not supporting party politics, could give a comprehensive and non-partisan training for women in political issues, and, could offer a better view of the diversity of political problems existing in Romania at the time. Title: Explicative Note on the Organizational Principles of the National Council of Romanian Women. Description: Printed material, probably from 1921, a note on the organizational principles of the National Council of Romanian Women (CNFR - national representative organization of the Romanian women’s movement in the country and abroad, later to be affiliated to the International Council of Women), signed by E. Meissner and Maria Petrovici, leader respectively member of the Association for the Civil and Political Emancipation of Romanian Women (AECPFR). The note, probably elaborated by AECPFR, explains the opposition of this organization to the centralized structure proposed by the Bucharest-based organizations and brought arguments for a decentralized structure of CNFR. Only a decentralized organization would mirror the variety of CNFR’s membership and interests and only then would the National Council become a true center of ideological guidance for its many units. This proposal and argumentation determined such a rouse among the members who supported a centralized structure for CNFR that E. Meissner, the leader of AECPFR, had to defend herself from accusations of supporting regionalist ideas contrary to the politics of the state. Title: Short Overview on the Feminist Movement. Description: Manuscript of an article or essay, written probably in 1931, by Elena Meissner, leader of the Association for the Civil and Political Emancipation of Romanian Women (AECPFR). In this piece, Meissner explains her views on feminism as a social movement an on the question of women’s emancipation. In doing so, she offers a short historical incursion into the evolution of woman’s question from Antiquity to the modern times, provides a history of the development of the international women’s movement and of a national women’s movement in Romania after 1895, and discusses various anti-feminist arguments. The document offers precious information on how Meissner formulated a “liberal progressive feminism” by combining “individualist” and “relational” arguments in demanding the achievement of women’s rights as individual rights that served the collective interest and were essential for the advancement of the whole community (be it family, society or nation).
