Written by a renowned group of scientists, political analysts and economists, all with direct experience in climate change related deliberations, Confronting Climate Change is a survey of the best available answers to three vital questions: What do we know so far about the foreseeable dangers of climate change? How reliable is our knowledge? What are the most rewarding ways to respond? The book begins by exploring the key linkages and feedbacks that connect the risks of rapid climate change to other important environmental, economic and political problems of our time. Recognizing persistent uncertainties in the scientific understanding of climate change, the book draws attention to those areas of research which may reveal surprises which could change the sense of political urgency surrounding the climate problem - as did the discovery of the Antarctic ozone hole. It explores the geological record of climate change over the Earth's history, seeking a better understanding of how the climate has changed rapidly in countries while minimizing the long-term environmental damages which otherwise will result from continuing the current patterns of energy supply and use. The book is written to cross discipline boundaries, so that policy makers, economists, scientists, risk assessors, environmentalists and development advocates may understand each other's concerns. Under the Trade Act of 1974, the United States operates an assistance program for workers, firms, and communities affected by disruptions caused by increases in imports. Other countries, for the most part, provide assistance through existing programs rather than establishing special assistance programs. GAO visited seven of our trading partners- Australia, Canada, France, Japan, Sweden, the United Kingdom, and West Germany- and determined that certain program techniques used in these countries would be of interest to the Congress in modifying the U.S. program. Volume I contains a summary of techniques used in other countries.

Even as the evidence of global warming mounts, the international response to this serious threat is coming unraveled. The United States has formally withdrawn from the 1997 Kyoto Protocol; other key nations are facing difficulty in meeting their Kyoto commitments; and developing countries face no limit on their emissions of the gases that cause global warming. In this clear and cogent book--reissued in paperback with an afterword that comments on recent events--David Victor explains why the Kyoto Protocol was never likely to become an effective legal instrument. He explores how its collapse offers opportunities to establish a more realistic alternative. Global warming continues to dominate environmental news as legislatures worldwide grapple with the process of ratification of the December 1997 Kyoto Protocol. The collapse of the November 2000 conference at the Hague showed clearly how difficult it will be to bring the Kyoto treaty into force. Yet most politicians, policymakers, and analysts hailed it as a vital first step in slowing greenhouse warming. David Victor was not among them. Kyoto's fatal flaw, Victor argues, is that it can work only if emissions trading works. The Protocol requires industrialized nations to reduce their emissions of greenhouse gases to specific targets. Crucially, the Protocol also provides for so-called "emissions trading," whereby nations could offset the need for rapid cuts in their own emissions by buying emissions credits from other countries. But starting this trading system would require creating emission permits worth two trillion dollars--the largest single invention of assets by voluntary international treaty in world history. Even if it were politically possible to distribute such astronomical sums, the Protocol does not provide for adequate monitoring and enforcement of these new property rights. Nor does it offer an achievable plan for allocating new permits, which would be essential if the system were expanded to include developing countries. The collapse of the Kyoto Protocol--which Victor views as inevitable--will provide the political space to rethink strategy. Better alternatives would focus on policies that control emissions, such as emission taxes. Though economically sensible, however, a pure tax approach is impossible to monitor in practice. Thus, the author proposes a hybrid in which governments set targets for both emission quantities and tax levels. This offers the important advantages of both emission trading and taxes without the debilitating drawbacks of each. Individuals at all levels of environmental science, economics, public policy, and politics--from students to professionals--and anyone else hoping to participate in the debate over how to slow global warming will want to read this book. David G. Victor is Director of the Program on Energy and Sustainable Development at Stanford University and Adjunct Senior Fellow at the Council on Foreign Relations in New York.

The Earth Charter is a declaration of fundamental ethical principles for building a just, sustainable and peaceful global society, with ecological integrity as a major theme. This book provides a series of analyses of ecological integrity as it relates to the Earth Charter, social movements and international law for human rights. It is shown how the Earth Charter project began as a United Nations initiative, but it was carried forward and completed by a global civil society initiative. The drafting of the Earth Charter involved the most inclusive and participatory process of its time ever associated with the creation of an international declaration. This process is the primary source of its legitimacy as a guiding ethical framework. The Earth Charter was finalized and then launched in 2000 and its legitimacy has been further enhanced by its endorsement by over 6,500 organizations, including many governments and international organizations. In the light of this legitimacy, an increasing number of international lawyers recognize that the Earth Charter is acquiring the status of a soft law document. The book also shows the strong connection between ecological integrity and social justice, particularly in the defence of indigenous people, and includes contributions from both the North and the global South, specifically from Central and South America.
