Government administration of export licensing is potentially damaging to the export business because management is spread among many agencies. The resulting lack of accountability and the delay and uncertainty in the decision-making process can cause exporters to lose sales even if a license is subsequently approved. To increase accountability, export license management responsibility should be concentrated in the Department of Commerce. An export control policy which balances national security, foreign, and international trade policies should be developed by a high-level multiagency committee. The Department of Commerce should apply this control policy in its review of export applications.

In the wake of the overthrow of the Haile-Selassie regime in Ethiopia in 1974 and the coming to power of the military, a number of opposition forces launched insurrections. But only one movement, the Tigray People's Liberation Front (TPLF) triumphed, liberating Tigray in 1989, and in an ethnic-based coalition which it dominated, assuming state power in 1991. In the wake of the overthrow of the Haile-Selassie regime in Ethiopia in 1974 and the coming to power of the military, a number of opposition forces launched insurrections. But only one movement, the Tigray People's Liberation Front (TPLF) triumphed, liberating Tigray in 1989, and in an ethnic-based coalition which it dominated, assuming state power in 1991. This is the first chronicle of the history of that struggle, and it is based largely on interviews with peasants who formed the core of the Tigrayan revolution and the TPLF leadership. It provides the necessary background to understanding post-1991 political developments in Ethiopia. It also offers an explanation of peasant-based revolution that contrasts with contemporary approaches by Marxists, Skocpol, and in particular the works of Wolf, Paige and Scott, all of whom largely ignore the political considerations and the role of the revolutionary party, which Dr. Young identifies as a critical element in his study.

The study is the first to present a broad statistical picture of operations of exporting cooperatives. Included are data pertaining to dollar volumes, destinations, and cooperative shares of total U.S. agricultural export volumes, plus information about marketing channels, foreign offices and representatives, delivery and payment terms of sale, and modes of transportation. In 1976,73 cooperatives exported agricultural commodities valued at more than $3.3 billion. Included were direct exports of $2 billion and indirect exports valued at $1.3 billion. Hundreds of other farmer cooperatives were involved in direct exporting by moving commodities from farms to assembly points for ultimate delivery to foreign countries.

Line in the Sand details the dramatic transformation of the western U.S.-Mexico border from its creation at the end of the Mexican-American War in 1848 to the emergence of the modern boundary line in the first decades of the twentieth century. In this sweeping narrative, Rachel St. John explores how this boundary changed from a mere line on a map to a clearly marked and heavily regulated divide between the United States and Mexico. Focusing on the desert border to the west of the Rio Grande, this book explains the origins of the modern border and places the line at the center of a transnational history of expanding capitalism and state power in the late nineteenth and early twentieth centuries. Moving across local, regional, and national scales, St. John shows how government officials, Native American raiders, ranchers, railroad builders, miners, investors, immigrants, and smugglers contributed to the rise of state power on the border and developed strategies to navigate the increasingly regulated landscape. Over the border's history, the U.S. and Mexican states gradually developed an expanding array of official laws, ad hoc arrangements, government agents, and physical barriers that did not close the line, but made it a flexible barrier that restricted the movement of some people, goods, and animals without impeding others. By the 1930s, their efforts had created the foundations of the modern border control apparatus. Drawing on extensive research in U.S. and Mexican archives, Line in the Sand weaves together a transnational history of how an undistinguished strip of land became the significant and symbolic space of state power and national definition that we know today.

In The American Nuclear Disarmament Dilemma, David Tal offers a detailed analysis of U.S. policy from 1945 to the summer of 1963, exploring the reasons for failure and revealing the complex motivations that eventually led to the Limited Test Ban Treaty.While previous books have focused on the policies of specific administrations, Tal’s is the first to consider negotiations as an evolving phenomenon that preoccupied three presidents, from Truman to Kennedy. Drawing on extensive archival research, the author examines the profound dilemma faced by leaders on all sides—forced by political pressure to engage in negotiations whose success they saw as injurious to national interests. Far from believing that the nuclear arms race would inevitably lead to war, the United States regarded nuclear weapons as the greatest guarantee that war would not happen.
