The dramatic transformation of our planet by human actions has been heralded as the coming of the new epoch of the Anthropocene. Human relations with water raise some of the most urgent questions in this regard. The starting point of this book is that these changes should not be seen as the result of monolithic actions of an undifferentiated humanity, but as emerging from diverse ways of relating to water in a variety of settings and knowledge systems. With its large population and rapid demographic and socioeconomic change, Asia provides an ideal context for examining how varied forms of knowledge pertaining to water encounter and intermingle with one another. While it is difficult to carry out comprehensive research on water knowledge in Asia due to its linguistic, political and cultural fragmentation, the topic nevertheless has relevance across boundaries. By using a carefully chosen selection of case studies in a variety of locations and across diverse disciplines, the book demonstrates commonalities and differences in everyday water practices around Asia while challenging both romantic presumptions and Eurocentrism. Examples presented include class differences in water use in the megacity of Delhi, India; the impact of radiation on water practices in Fukushima, Japan; the role of the King in hydraulic practices in Thailand, and ritual irrigation in Bali, Indonesia.

The 1995 dispute between Spain and Canada over Northwest Atlantic fisheries conservation, popularly dubbed ‘The Turbot War,’ brought the first military confrontation of any kind between Canada and Spain. This dispute is striking in that it involves the use of force over the issue of environmental management, generally thought to be an issue with a high degree of international cooperation. This case study explores several facets of environmental management, international law, and the relationship between domestic and international politics. It challenges the conventional wisdom that environmental management issues are win-win situations that simply involve coordination to achieve mutually beneficial outcomes, or the assumption that actors have common interests when facing environmental destruction. As such, the study can serve as an example of conflict over environmental resources, of the process of negotiations and renegotiation of international agreements, and the role of unilateral action in international politics.

Examines intergovernmental efforts within the United States to manage the nation’s water supply. Long taken for granted, water resources are rapidly becoming a contentious issue within American politics. Continuing population growth and rapid development, coupled with environmental events such as droughts, have led to increasing water shortages in sections of the nation. In Interstate Water Compacts author Joseph F. Zimmerman highlights the growing importance of water issues within the United States and a device that has been instrumental in facilitating interstate cooperation to solve water-related problems: the interstate compact. This groundbreaking work is the first to devote itself exclusively to interstate and federal-interstate compacts pertaining to controversies including the abatement of water pollution, apportionment of river waters, economic development, flood control, inland fisheries, marine fisheries, and restoration to rivers of anadromous fish, such as salmon and shad. The process for entering into interstate and federal-interstate compacts is explained in detail, as is the exercise of original jurisdiction by the US Supreme Court to resolve intractable interstate controversies involving interpretation of provisions of compacts, water apportionment, and water pollution abatement. Zimmerman concludes by calling for the President, Congress, governors, state legislatures, and local governments to devote more attention and resources to finding solutions for water-related problems. “…a well-researched, detailed reference of interstate compacts with an emphasis on water-related compacts. Malacological, wetland and marine international workshops have been convened in Hong Kong at approximately three-year intervals from 1977 to 1998. This volume of 35 papers examines the marine environmental changes that have taken place in Hong Kong from 1977 to 2001 in relation to the research results that have been engendered by the workshops. Here, eminent marine scientists and local researchers who have attended the workshops express their views on the many changes in Hong Kong’s surrounding waters. These views are important as they are derived from knowledge accumulated over a time-frame of decades (the last 25 years of the second and the initial days of the third millennia) and as Hong Kong transforms itself from a colonial backwater to a modern city as a Special Administrative Region of China. Topics covered in this conference proceedings all relate to the published results of the 1977 to 1998 workshops and include studies of the impacts on Hong Kong’s marine environment by many forms of pollution, overfishing, dredging and reclamation. Recent local advances in marine conservation are also discussed.
