Since 1994 when the U.S. instituted Operation Gatekeeper, an average of one person a day has died crossing into the U.S. The policy has been condemned by the UN Commissioner of Human Rights, Human Rights Watch and Amnesty International. This poignant film puts a human face on a tragedy that occurs daily. First we visit a small village in Oaxaca where more than half the men have emigrated to the United States to send money home. From here we follow the story of one young woman who made the journey to follow her husband, but died of dehydration in the desert. Then the film goes to Tijuana where thousands of people have desperately attempted the crossing, only to be thrown back. We learn of the hardships imposed by heat and thirst and abusive border guards. Finally, we hear first hand from a border guard, a human rights activist, and a citizen who actually goes into the desert each weekend to provide water for the fugitives. This is a memorable portrait of people who risk everything to come to "the land of plenty" --- and often lose this gamble. College Adult

People are increasingly unhappy with their governments in democracies around the world. In countries as diverse as India, Ecuador, and Uganda, governments are responding to frustrations by mandating greater citizen participation at the local and state level. Officials embrace participatory reforms, believing that citizen councils and committees lead to improved accountability and more informed communities. Yet there's been little research on the efficacy of these efforts to improve democracy, despite an explosion in their popularity since the mid-1980s. Democracy from Above? tests the hypothesis that top-down reforms strengthen democracies and evaluates the conditions that affect their success.S tephanie L. McNulty addresses the global context of participatory reforms in developing nations. She observes and interprets what happens after greater citizen involvement is mandated in seventeen countries, with close case studies of Guatemala, Bolivia, and Peru. The first cross-national comparison on this issue, Democracy from Above? explores whether the reforms effectively redress the persistent problems of discrimination, elite capture, clientelism, and corruption in the countries that adopt them. As officials and reformers around the world and at every level of government look to strengthen citizen involvement and confidence in the political process, McNulty provides a clear understanding of the possibilities and limitations of nationally mandated participatory reforms.

Daphrose lost 8 of her 11 children in the genocide of Rwanda. She contemplated killing herself. Instead she took in 20 orphans and started Duhozanye, an organization of hutu and tutsi widows who were married to tutsi men. The first thing the widows did was start carrying the bodies of their loved ones off the street to bury them. Then rebuilt houses, started businesses, bought cows, took care of all the orphaned children and each other. They share their often horrible stories of killing and rape and meet the killers of their children in the gacaca open air courts. Genocide and hate is contagious, but so is love, care and hope. Duhozanye now has 4000 widows as members. This documentary tells their stories.
Duhozanye is the first film about the genocide in Rwanda which explains how racial theories lead to the attempted extinction of an entire lineage. Fertile women and children were targeted. If a hutu woman was married to a tutsi man, all her children and her husband were killed before her eyes. Daphrose, who at the time was defined as tutsi, was sheltered by a family with ID-cards which proved they were hutus, and thereby safe. This artificial separation of 'hutu' and 'tutsi' is abhorred today. Now everyone calls themselves Rwandan.
