La Citoyenne was a French feminist newspaper, founded, funded, and edited by Hubertine Auclert, with the primary aim of promoting women’s suffrage. La Citoyenne was a French feminist newspaper, founded, funded, and edited by Hubertine Auclert, with the primary aim of promoting women’s suffrage. Auclert, the leader of France’s fledgling suffrage movement from 1880 to her death in 1914, lived in Algeria from 1888-1892. This experience intensified and shaped her already existing interest in the colony. La Citoyenne, published from 1881-1891, was the first French feminist newspaper to address questions of empire. This issue includes the article, “Affameurs de femmes” (“Those Who Starve Women”), by Hubertin Auclert. She criticized government members, who were concerned with workers’ conditions but not women’s condition. She also decried women’s lack of representation at the International Labor Conference in Berlin. The piece, “Un faux point de vue” (“A False Point of Vue”), condemned a recent book by a Dr. Icard that argued menstruation caused serious mental instability in women, leading to problems including kleptomania, pyromania, homicide, and hallucinations. The article, “Le costume féminin jugé par une Américaine” (“Women’s Clothing Judged by an American”), reported on an article in The Women’s Tribune that advocated for women’s dress reform and pointed out the absurdity of arguments suggesting that women would become masculine if they adopted clothing similar to men’s. The piece, “La guerre des races aux États-Unis, entre blancs et noirs” (“Race War in the United States, Between Black and White”), reported that in Oklahoma, whites violently attacked groups of black settlers, who had purchased land with the intent of settling in the territory. In the column “Echoes,” a very short notice, beginning with “Une jeune Anglaise” (“A young Englishwoman…”), reported that the young Englishwoman, Miss Anny Fowler, was traveling to the island of Molokai, in the Sandwich Islands (today’s Hawai’i) to direct the lepers’ hospital.
