This document is comprised of the proceedings of the International Congress on the Rights of Women and Women’s Social Roles as well as an extensive annex, which includes articles discussed or cited in conference sessions. The annex, like the conference itself, was divided into three major themes of discussion: economic, moral, and social questions confronting women; women’s access to educational opportunities; and women’s status in law and legislation. After an introduction and transcription of the conference’s opening speech, presented by Maria Pognon, an elaboration of the first theme occurs during the second and third days of the event. Divided into morning and evening sessions, the conference featured more free-flowing dialogue amongst participants than it did formal presentations. On the fourth day, contributors discussed various aspects to providing women with equal educational opportunities and the day was finished with a speech by the French feminist Marguerite Durand on women’s status in law and civil codes. The conference’s fifth and last day included morning and evening discussions on women’s political rights and the possibility of enacting laws which protect women’s rights in particular.

This volume is a collection of speeches and discussions from the 1896 International Congress for Women’s Work and Activities (Frauenwerke und Frauenbestrebungen) in Berlin edited by Rosalie Schoenflies, Lina Morgenstern, Minna Cauer, Jeannette Schwerin and Marie Raschke. Although many participants spoke German, the editors printed each speech in the chosen language of the speaker (English, French and German) as a testament to the international character of the congress. Some 1,700 participants from almost all European countries, including Russian provinces, and the United States worked towards the Congress goal of “the evaluation of the goals and status of the Women’s Movement in civilized countries and the exchange of perspectives on the key points.” Main session themes included the status of the women’s movement in different countries, kindergarten, childcare, girls’ education, female teachers’ education, vocational education, the arts, girls’ secondary schools, women’s universities, women in commerce, factories and trades, professional schools, healthcare, welfare facilities, temperance efforts, moral questions, social work, the legal status of women, women in literature and the question of peace. Smaller section meetings discussed the main themes as well as more specific topics such as clothing reform. Each discussion was documented in this collection and the detailed table of contents lists the names of each session speaker accompanied by his or her nationality or lecture title.

The conference itself met over a period of several days, with themes and topics dispersed throughout various days’ sessions, but the formal presentations appear thematically in the tome. The first topic explored is women’s roles in public and private charities, with two essays focusing respectively on women’s participation in private charities internationally in the ten years preceding the meeting and recent improvements made to workers’ housing. The theme of hygiene comprises the conference’s second major theme, with two formal presentations on women’s roles combating alcoholism and tuberculosis. Third is the topic of education and essay topics here explore character education, how different countries have used education to respond to contemporary anxieties, and how to protect youth from moral corruption found in magazines, plays, images, and public events. The fourth major theme is law and legislation, and authors in this domain questioned the legal rights of women vis-à-vis their husbands as well as the civic capacity of married women in various national contexts. Questions concerning women’s right to work comprised the fifth major theme; protective labor laws for women’s work and a discussion of a minimum wage for women supplemented this topic. The sixth topic addressed by the Congress was women’s suffrage, including discussions on married women’s nationality and women’s moral influence as voters.
