Sedláková-Seibertová and Marie Tůmová to the Hungarian Feminist Association (Feministák Egyesülete), the local organizer of the seventh congress of the International Woman Suffrage Alliance IWSA which would be held in Budapest from 15 to 21 June 1913. The authors point to the fact that they have received a letter by Carrie Chapman Catt, the President of the IWSA, who is disappointed that Božena Viková-Kunětická will not participate in the congress because she is not allowed to speak in Czech, and “demands in a friendly manner” that representatives of the Czech Committee for Women’s Voting Rights (Výbor pro volební právo žen) shall be present at the congress. There is the intention to come to do so under the condition that the representatives of the Committee may speak in Slovene, as the national language admissible at the public meetings, as had been the case in Stockholm (at the sixth confrence of the IWSA in 1911) and had been promised to them. Part of the conflict with Viková-Kunětická derives from the fact that she had not been aware of this possibility, and that the Committee had not been involved before she had been invited. They assume that under the conditions they describe Viková-Kunětická would still accept the invitation, and it would give a “good impression” if an enfranchised woman from the other part of the Habsburg Monarchy would speak at the congress. The response is urgent. It was a group of women which since the end of 1905 coordinated the activities of the Czech speaking women for women’s suffrage in Bohemia. In the letter, Plamínková informs the president of International Woman Suffrage Alliance IWSA, Carrie Chapman Catt (1859-1947) that the Committee for Women’s Voting Rights will send its member, the teacher Marie Tůmová, to the forthcoming by-election to the Czech Provincial Diet. The curial electoral system to the Diet, in use since 1861, was based on tax and property qualifications and thus excluded a major part of the citizens on the basis of class. At the same time the regulations pertaining to the Bohemian Diet used gender neutral terms – some women thus were not deprived from the right to vote to the Diet, some were not explicitly excluded from the passive electoral right. The letter also deals with the formalities concerning upcoming visit of Chapman Catt in Prague. The visit took place at the end of March 1909. Bohemia was a crown land of Austria (Cisleithania). Plamínková led Výbor pro volební právo žen [Committee for Women's Voting Rights], which she had cofounded in 1905. It was a group of women which since the end of 1905 coordinated the activities of the Czech speaking women for women’s suffrage in Bohemia. As the Austrian law forbade women to participate in political associations, the Committee balanced on the edge of the law. It could not have the status of an association and functioned as an informal group. In the letter to the President of the International Woman Suffrage Alliance IWSA, Carrie Chapman Catt (1859-1947), Plamínková explains the way of functioning of the Committee for Women's Voting Rights under the existing Austrian law. She regrets that as an informal group, the Committee cannot become a full member of the Alliance. She notes that the delegate of the Committee will come to the upcoming IWSA congress to Amsterdam in 1908 as a guest. TITLE: Maria Moravcová-Štěpánková to Rosika Schwimmer, Praha, 7 May 1913. DESCRIPTION: Letter by Maria Moravcová-Štěpánková to Róza Schwimmer, key representative of the Hungarian Feminist Association (Feministák Egyesülete), the local organizer of the seventh congress of the International Woman Suffrage Alliance IWSA which would be held in Budapest from 15 to 21 June 1913. Referring to the “nice” days Schwimmer and she had spent together in Amsterdam, Moravcová-Štěpánková relates that she will come to Budapest and at the congress represent the Central Association of Czech Women (Ústřední spolek českých žen), seated in Prague, the capital city of the Austrian-Cisleithanian crown land of Bohemia. Moravcová-Štěpánková then asks technical questions in relation to her trip to Budapest, which will lead her through Vienna, from where she plans to proceed with other women to Budapest. She asks questions related to her participation in the congress where she hopes to be present (also?) as a press delegate, and her stay in the Hungarian capital city. In Prague, a splendid reception will be given to the foreign guests, and Moravcová-Štěpánková urges Schwimmer to join the party there. She herself will write reports from the congress for “Bohemian and German” journals. DESCRIPTION: The flyer informs about the visit of Carrie Chapman Catt, the President of the International Woman Suffrage Alliance in Prague on 24th and 25th March 1909. It invites to the public meeting with her and to the social even organized on the occasion of her visit by Ženský klub český [The Czech Women's Club], an umbrella women’s organization founded in 1903. The visit took place just before the by-election to the Bohemian Provincial Diet (the Bohemian regional parliament within Cisleithania) and helped to attract attention to the candidature of Marie Tůmová (1867-1925), teacher and member of Výbor pro volební právo žen [Committee for Women's Voting Rights] to the Diet. The curial electoral system to the Diet, in use since 1861, was based on tax and property qualifications and thus excluded a major part of the citizens on the basis of class. At the same time the regulations pertaining to the Bohemian Diet used gender neutral terms – some women thus were not deprived from the right to vote to the Diet, some were not explicitly excluded from the passive electoral right. DESCRIPTION: Výbor pro volební právo žen [Committee for Women's Voting Rights] was a group of women which since the end of 1905 coordinated the activities of the Czech speaking women for women’s suffrage in Bohemia. The authors of the letter were two leading members of the Committee teachers Františka Plamínková (1875-1942) and Marie Tůmová (1867-1925). In 1908, 1909 and 1912, the Committee sent Marie Tůmová as a candidate to the election to the Bohemian Provincial Diet. The curial electoral system to the Diet, in use since 1861, was based on tax and property qualifications and thus excluded a major part of the citizens on the basis of class. At the same time the regulations pertaining to the Bohemian Diet used gender neutral terms – some women thus were not deprived from the right to vote to the Diet, some were not explicitly excluded from the passive electoral right. The letter was written just before the election to the Bohemian Provincial Diet in 1909. The authors urge the President of the International Woman Suffrage Alliance (IWSA), Carrie Chapman Catt (1859-1947), to stop in Prague before going to Hungary to help awaken public interest for the women’s suffrage.
