In this document, Caroline Ware, a social worker who focused her efforts on community building in Latin America, argued for a democratic method of community organization. By this, she meant that community development plans needed to take into account the real problems of each social group in a community and needed to place members of the community, technical directors, and others involved in community building on the same plane. This study, broken up into three parts about the selection and preparation of social work personnel, types of social work conducted by various schools throughout Latin America, and different training programs at social service schools, compared technical and practical techniques in the training of social workers. It provides a comparative view of social service schools and insight into the philosophy behind social work programs at the time.
