The authors document an up-and-down relationship beginning with social worker and reformer Julia Lathrop, the first Children’s Bureau chief one century ago, through the strained relationship that developed during the Reagan administration, to the collaboration over the last 40 years between the Bureau and schools of social work to develop a dynamic training and technical assistance infrastructure throughout the United States.

Description
Women and children making baskets outside some dome-shaped shelters in a clearing in the forest. The shelters are made from branches that are bent into arcs to form a framework that is covered with leaves. A large log lies outside the shelters forming a seat. Some of the women are weaving baskets from plant fibre. Other baskets and vessels are visible on the floor and some printed cloth hangs from a line or branch in the right of the frame.
