Community Organization for Social Welfare - In this report published by the Pan American Union (Union Panamericana), Caroline Ware aimed to fill a gap in the scholarship about community organization. Ware defined the principles of community organization and listed the characteristics and resources of communities. Ware also described the role of the community leaders and administrations and provided evaluations of community programs. As in other reports, Ware argued community organization was a way to better economic and social conditions and stressed the importance of collective action to achieve these ends.
