Higher Education in China is undergoing a process of internationalization. Building world-class universities is one of the fundamental strategic tasks in China. An analysis of the present situation of higher education in China shows that there are some gaps to be filled. Establishing world-class universities in China will be a long and complicated process and has a long way to go. Jiangsu Province has entered the post mass-education era. Increasing numbers of universities in Jiangsu have explored the road of international cooperation and exchanges, and studied the experiences of world-class universities. A sustainable and dynamic international education system distinctive to Jiangsu has come into being. Nanjing University and Xi’an Jiaotong-Liverpool University illustrate typical examples of constructing high-level universities. The collisions between the differing educational systems of both the education exporting and importing country will exist for some time. China has set up specific standards for Chinese-Foreign cooperation in operating such institutions and joint programs, with the goal of cultivating talent, and utilizing the best educational resources from foreign universities. China will push forward the course of globalization of higher education.

By David W. Conklin. This article presents the structure and content for a course on international business strategies and public policies. The course is based on cases that deal with a wide variety of public policies in countries throughout the world. Students are encouraged to develop non-market strategies for many business sectors, and thereby to enhance their skills in analyzing public polices. The initial set of cases deal with the evaluation of a nation’s public policy paradigm, considering the role of government intervention, as well as economic reforms that underlie the transition towards free markets. The second set of cases focus on political impediments to investment, analyzing the implications of various restrictions and regulations and the need to do business in the context of economic instability as a result of policies that cause inflation and devaluation. The third set of cases examines public policies that are designed to attract investment, including special economic zones, tax havens, subsidies, and high-tech infrastructure. The final set of cases deals with public polices that are shifting to the global level. The protection of intellectual property, competition policy, and environmental protection increasingly involve international action. Finally, a lecture/discussion on trade and investment agreements provides an integrating mechanism for the course.

This paper documents the learning of a sample of 15 MBA students who have participated in an experiential international study program to China, and have used a reflective journal as a learning activity. Kolb and Kolb’s (2005) experiential model is used to analyse the learning experiences of the MBA students. Students encountered a number of learning benefits from reflective journal writing, and this included deep reflection, enjoyment, and being able to link theory with reality. The study found that students were able to develop knowledge from their experiences in China by crystallising those experiences when writing a reflective journal. The students developed knowledge about China’s economic growth, reasons for why it is growing, and students were able to critically analyse the challenges China faces from a moral, fairness, and environmental perspective.

In line with the private sector, the business schools of the world increasingly seek to develop their relationships with China, a region they perceive as not only a tremendous growth opportunity but also a critical focal point in the global business environment, and about which their students and faculty must develop expertise to remain competitive. The authors introduce the up- and down-side exposures of launching/operating either China-specific components of MBA programs or entire programs. They review five distinct avenues that business schools can employ to deepen their China-specific MBA relationships (outlining the advantages and disadvantages/risks in each), and they provide overall guidelines for increasing the potential for success – all based on a review of the literature, the authors’ own extensive China experiences, and select interviews with seasoned veterans of China’s degree-conferring business educational environment.
