- This second volume examines the absence of policies directed at the needs of Britain's Black communities in the 1990s, and argues that the Thatcher revolution, with its emphasis on individualism and its rejection of community, did not only affect white society, but had a traumatic affect on the development of Britain’s multi-coloured society. The book concludes with a Black Agenda for the year 2000.
