She notes that there were few attendees from other countries, with no British or Americans present and typically single representatives from Germany, Belgium, Italy, Holland, Finland, and Sweden. She found that debate often strayed from the topic at hand and that the Congress was sectarian and anti-religious and dominated by Socialists.
